I saw a documentary recently that a city in India has completely banned those thin plastic shopping bags that are so prevalent here. Instead of drug busters, they send out plastic bag busters to raid every business looking for illegal plastic bags. More and more places around the world are following suit by banning, taxing or charging for plastic bags. I would support that here in the States too. You've got to hit people in the pocketbook as an incentive to get them to change.
